Prior to joining Empyrean West, Bubba Cook began his professional career as a certified public accountant with the international accounting firm of Price Waterhouse working in both the audit and tax departments. Mr. Cook traveled throughout the United States, Guam and Asia serving clients that included Exxon, Shell, Conoco, Theo Davies and Hamakua Sugar Company.
Since leaving Price Waterhouse, Mr. Cook has been an entrepreneur for nearly 20 years. He owned and operated a water purification, bottling and distribution company; six restaurants as a franchisee for a large restaurant chain in the US and invested in and developed real estate in Las Vegas, Nevada and Phoenix, Arizona. Brian Dickens is in his 6th year with the Idaho Department of Commerce and has managed the Commercial Innovation Division and Idaho’s statewide immigration investment program for the past 4 years. He authored Idaho’s first EB-5 Immigrant Investment Regional Center application and business plans in 2008, overseeing that project through to approval in September, 2009. Since then he has consulted on several other regional center projects and with companies seeking direct EB-5 investment. Brian has undertaken direct marketing campaigns in Taiwan, China and Mexico.

Erik Dunnigan currently serves as Commissioner of the Department for Business Development within the Kentucky Cabinet for Economic Development where he is responsible for promoting economic development opportunities across the Commonwealth of Kentucky.
